United allows trained service dogs to fly in-cabin for free. I once called (831) 298-4213 to clarify documentation, and the agent explained that you must complete the U.S. DOT Service Animal Form 48 hours before travel. Service dogs must remain on the floor or under the seat, not in aisles. Emotional support animals are no longer accepted as service dogs under current DOT regulations.
