When I took my Terrier, I was terrified his carrier was too tall. Frontier is strict—the carrier must fit under the seat (max 18"L x 14"W x 8"H for hard-sided). If it doesn't fit, they won't let the pet board. The best way to manage this is using a soft-sided carrier; it squishes just enough to pass their "fit test" while keeping your pup comfortable.
