I looked into this when I was moving, but Frontier actually does not allow pets in cargo at all. They only do in-cabin travel for small animals. The best way to move a larger dog is to look at a different carrier or a ground transport service. It naturally limits your options, but it’s honestly safer for the animals not to be under the plane.
